This Agreement is entered into between the State Science and Technology Commission of China (SSTC) and Global Communications for Conservation, Inc. (Global), a not-for-profit organization in the United States. This Agreement demonstrates the growing friendship between China and the United States. It reflects both China's desire to expand environmental education opportunities for students in ites schools and the United State's desire to assist in this effort by providing environmental educational materials and related services.

SSTC and Global are joining together to enhance China's ongoing commitment to environmental education and to provide for the exchange and development of appropriate environmental educational materials including textbooks, teacher guides and training programs for students, teachers, and government officials. This cooperative arrangement between SSTC and Global shall be known as the China Environmental Global Alliance (CEGA).

As a first component of this cooperative program, Global will provide SSTC and China International Training Center for Sustainable Development (CITCSD) with the resources for the translation, adaptation, printing and distribution of environmental education materials throughout China.

SSTC and Global will also work together to develop additional elementary school environmental textbooks and teacher guides that cover such issues as bio-diversity. It is anticipated that these textbooks will first be distributed and tested in Beijing, before being further refined and distributed.

SSTC and Global will cooperate with one another and also with Tsienghua University in developing environmental educational materials for university students. Such materials will include the discussion of various technologies and their use in enhancing the environment and providing for sustainability.

SSTC and Global, working through the CITCSD and appropriate other agencies, will also develop and administer an environmental training program for China's government officials.

Global will seek the involvement of other organizations in the United States to assist in the funding and provision of the aforementioned projects. SSTC and the CITCSD will contribute appropriate staff and facilities to this cooperative effort.

SSTC and Global will jointly explore other methods and avenues for enhancing environmental education in the United States and China and for promoting the exchange of ideas and technology and for advancing the idea of sustainable development around the globe.

The effective date of this agreement shall be December 11, 1997.
